The Focused Datacron for Temple Guard was unlocking without any upgrades.
A fix was implemented to ensure that anyone who gains this Datacron from this point forward will have it correctly unlock at max level.
Players who, at the time of this hotfix, own a 7-star Temple Guard will be sent the fully upgraded Focused Datacron via inbox. This was intended to release automatically but did not function as expected.
